What is Computable Authority?

Institutions express authority through policies, regulations, standards, contracts, and procedures. That authority is real, but it is carried by prose — and prose has to pass through a human before anything happens.

Computable Authority is the discipline of representing that authority in forms that machines can execute deterministically and independent parties can verify: bound to a version, evaluable against facts, reproducible years later.

Machine-Readable Policy is the first practical domain of Computable Authority, providing the methods for representing institutional policy in executable form.

02The Problem

Institutions have intelligence. Machines have capability. The missing layer is authority.

An institution knows its rules. A machine can act at scale. Between them sits a layer that has never been built: a way for the rules themselves to travel into the machine without passing through a human interpretation that nobody recorded.
